More on setting rules

A little expansion on my last past about the election, and my talking about it here.

I received a bit of social media feedback, mostly positive, but also including a bit of criticism from someone in the community I respect immensely about being too political or partisan on my blog. They like the council updates and community stuff, but didn’t want to have to sift through partisan attacks and negativity.

Frankly, I don’t know how to respond to that, except to say sorry.

I try to use this blog as a bit of a community service, to report out on things happening in the City, but I also try to make it clear this is my voice and my opinion. This is not official communications from the City or anyone else, nor is this an official duty of my City Councillor job. It is something I do because I like it, and because I think it helps me to a better job as a City Councillor.

Because of that, I am perhaps a little more selfish about it than I would be in most things. I think I have tapered off some of the more political stuff since I got elected, partly because of time commitments, partly because I need to be more aware of a wider audience, and that I have been trusted with a bit of a Bully Pulpit (in the Roosevelt sense of the word “bully”, although some would argue a fear of the more modern usage as well…)

That caution aside, I still feel the urge to shout from this pulpit at times. Often times. There are issues like the Massey Tunnel replacement, our failing ambulance service, fighting climate change and homelessness and the Kinder Morgan Pipeline, that are important to me, important to our City and the region. These conversations are inevitably political, and inevitably partisan. I cannot not talk about them, nor can I pretend I think they are being properly addressed by the current government in Victoria.

Arguably, by not talking about important issues like this, or taking a milquetoast approach to them, I am failing to show the kind of leadership and outspokenness that got me elected in the first place. Some of my regular readers (Hi Bart!) have even suggested I have stepped too far back form the edge since getting elected, that I am getting soft. I honestly have no idea where the middle ground is here, but I am reluctant to spend too much time searching for it, because life is always more fun out by the edge.

So if reading partisan political discussion here is not to your liking, I recommend you skip past those posts. You can always skim down to the more municipal events type posts.

However, I would respectfully also ask you to consider why reading an opinion you don’t agree with, especially from someone you otherwise enjoy reading, causes you discomfort. We need to keep our eyes and our ears open to the people on the other side of the partisan aisle, because sometimes, every so often, they have an idea worth hearing.

Ask Pat: Whistle cessation update.

I’ve been a little behind on my “Ask Pat” responses. There are a few questions on different aspects of the Whistle Cessation theme, so I’ll cover them all with my answer to this one:

RE: new westminster train whistle cessation

I do not understand this project. There is a law saying train has to sound its horn at every crossing. Is there a law require it to be so loud that the entire town can hear it? Instead of throwing money on all these cessation projects which seem to be going nowhere, can’t train horn simply be modified so it is less aloud like a car horn or even a bell? Canadian train travels slower than a car. And I believe the law meant for it to be heard at that intersection only.

Yes, that would make total sense, but the answer to your first question is a completely absurd “yes”.

Train horns are designed to call attention to a train approaching a lonely rural road on the Canadian Shield at 80km/h, and therefore blow at something exceeding 100db for a regulatory more-than-20-seconds-for-every-crossing. That might make sense on a snowy rural crossing 100 miles east of Thunder Bay, but in the middle of a busy urban area the volume of the horns is clearly absurd. Especially then the crossing already has gates, bells, flashing lights, and the train is rolling along at 20km/h with a gigantic diesel engine chugging away at the front of it.

But the Railway Safety Act has a tendency to err on the side of caution, probably for good historic reasons. So we are stuck with this absurdity.

I would normally say “call your MP”, except that I know your MP has been working on rail interface issues for years, and has been stonewalled by successive governments and the simple intractability of trying to get the rail industry to behave as a good neighbour in urban areas. There is a bunch of long history here, related to the railways that built the Nation thinking and such, which was at one time, when railways were part of the National Enterprise, compelling, but now seem so much hollower now that the rail companies are just another multinational corporation charged with the holy duty of returning shareholder value… but I digress.

The City is, as you may have heard, working on bringing “Whistle Cessation” to our level crossings. This requires a significant amount of safety engineering, most of it patently absurd, to provide redundant safety measures enough that the Act and the railway operators are satisfied that absent-minded pedestrians and drivers won’t physically be able to wander into the path of a train. The City needs to pay for these works, and the rail companies that own the crossings both have to approve them, then decide (after the work is done, natch) if it now constitutes adequate protection to no longer require every person in a 5km radius to be alerted of the trains’ presence.

The works in New West have been painfully slow. There were a few engineering challenges, including the need to order some special equipment that could only be provided by a supplier approved by a railway. The multiple steps of design, pre-approval, engineering drawings, waiting for clearance, approvals to work in the right of way, waiting for the rail company to do the bits only they are authorized to do, getting authorization to do the bits we are authorized to do… it was painful.

However, I am happy to announce that the City has officially notified all of the stakeholders who need to be informed* that the City will officially request that Whistle Cessation be brought into effect for the two Front Street crossings through a resolution at Council scheduled for February 6th, 2017.

There are also three level crossings in Sapperton, and I have no idea when whistle cessation will be brought to those. The engineering requirements as far as sight lines and approach angles for cars under the Skytrain pillars are such that it appears simply impossible to meet any existing regular whistle-free standard. We will try, and new road infrastructure along that corridor will be viewed through a lens of whistle cessation, but barring radical ideas, I’m not making any promises about when that will actually occur.

Two down, two to go.

It’s been just a little more than two years since I became a City Councillor in New Westminster. In the spirit of consistency, I probably need to follow up on last year’s Year-in-the-Life post. So here are some thoughts about being a City Councillor at the half-way mark of my first term.

That New Councillor Smell has definitely worn off. Although this role involves constant learning, I feel I am up over the steep part of the curve and am more confident in my ideas about what does and does not work in the City. This is manifest in a (hopefully subtle) change from me asking myself “why are things this way?” to a more pointed asking others “Do things really need to be this way?”

I am also becoming more aware of the politics that affect my ability to do my job. Every decision you make in Council is a compromise between competing forces. Even the best possible decision is going to be perceived negatively by someone, for good reasons or bad, and no matter how open, pragmatic, or evidence-based your decision making is, criticism can come from any random, unanticipated direction.

I feel fortunate that our Council, despite our ability to disagree on many issues, is remarkably functional. I hear disaster stories from other Councils that refuse to work together or allow their grievances (petty or serious) to prevent them from doing their work. Some are played out in the media, some others I only hear about through the various grapevines. I have heard first-hand accounts of Councillors in other cities suffering from bullying and harassment within their Councils, and of serious enough threats from the public that police involvement was required. I feel fortunate that our City, as passionate and engaged as it is in civic matters, is largely free from these types of conflicts.

I still lose sleep on Sunday nights before Council meetings. I still struggle with some of the hard decisions and increasingly wear the less-than-ideal things that happen in the City. However, I still believe that government can be open, accountable, and effective, and that we can make (are making?) progress towards the City working better in ways people can see.

I am worried about the impact our aggressive capital replacement plan is having on our budget – but also worried about what happens if we let our capital program slide for too long. I fret a bit over our seemingly chronic inability to complete projects on time. I am trying to be vigilant in avoiding creating my own communication bubble where I am only hearing reinforcement of my own ideas (this is most prevalent in the OCP discussion – I think we are on a the right track, but need to keep an open mind for when the draft plan gets to Council in the New Year). I am trying to be mindful on the job and open to better ways to do it.

I was asked recently at a Christmassy social event: “What is your big goal for this Council thing?” I started talking about this blog, the outreach I have been working on, the City’s Community Engagement efforts, and my overall desire to open up the process of democratic decision making. My inquisitor kept trying to get over to tangibles: new buildings, bridges, parks, things you can attach a brass plaque to. It’s funny I couldn’t get there. We are making progress on several projects, the CGP replacement, library upgrades, a better functioning City Hall, the reformation of the waterfront, but I don’t see those as “my” successes or projects. These are things that large teams of people are working towards, and 70,000 taxpayers are paying for. Although I suppose my feeling of ownership will change if I see my name on a brass plaque…

Finally, I’m half way through the term and finally accepting that adjustments need to be made in my lifestyle. I have been burning a lot of candles, and have frankly lost track of which ends of which I have lit. I am going on vacation for a few weeks to recharge my batteries and pay some much-needed attention to my partner. For my return, I have some pretty drastic lifestyle adjustments planned in order to maintain my household, my relationships, and my sanity. I want to keep blogging (and even do more), I want to be more timely at returning communication I receive, and I have a few tangible projects around town and regionally I want to take a bit of ownership over. I have a long list of “we need to get together over coffee/beer and talk about that” dates I need to keep (you know who you are). This will take a change in programming. Stay tuned.

What do you do?

I’ve been at the City Councillor thing for a year and a half now, long enough that I have to stop referring to myself as “the new guy”. At some point, I have to stop blaming / giving credit to the previous Council for everything going wrong / right in the City. I suspect (hope?) the steep part of the learning curve is now behind me, and I start directing more of my learning towards the problems I want to see solved, the opportunities ahead. It is also long enough that I should be able to answer the simple question “What do you do?”

I have tried, over the last 18 months, to report out on this blog some of the mechanics of City Council, as it was my goal when running to open up the process a bit, and try to do a better job explaining the sometimes-incomprehensible decisions Council (and the City) make. Recognizing many in the City will disagree with any given decision made by Council, I wanted to at least provide enough information so that they know what they are disagreeing with, and not rely on the few very vocal boo-birds in town who assume a decision is bad only because this Council makes it.

However, this post isn’t about that, it is more about the actual day-to-day duties of a person you pay $40,000 a year (plus Vehicle Allowance!) to represent you, whether you voted for them or not. So here is my summary of the job.

*This is a good time for one of my disclaimers about how everything I write here is my opinion and my viewpoint, and doesn’t necessarily reflect the ideas or opinions of any other members of Council, who are, believe it or not, individual people with their own ideas and biases. Like the rest of this Blog, this is not the “official position” of the City or any entity other than myself.*

Council Meetings:
Council meeting days happen about every two weeks on average. In the spring and fall we meet more often, and we more time off in the summer and around Christmas. The schedule is flexible around work load and stat holiday schedules, but we have about 26-30 meetings a year.

Council meeting days are comprised of a Closed Meeting and an Open Meeting, only the latter of which you see on TV. About 10 times a year (the last meeting of most months), the Open Meeting is coupled with a Public Hearing. We also, at times, have Committee/Taskforce meetings (more on that below) and Council Workshops on these Mondays.

A long Council Monday can be 12 or more hours, with breaks for lunch and dinner. The portion you see on TV is only the Open Meeting and Public Hearing part. On any given meeting day I am at City hall at 9:00am, and typically wander home sometime between 9:00 and midnight.

Council Prep:
We cannot show up at Council Meetings unprepared to discuss the business of the day. Our schedule on Monday is typically pretty stuffed, and we cannot hope to learn enough about the issues on which we will be discussing during that time. On the Friday before the meeting we are delivered (electronically in my case) our “Council Package”. This contains the staff-prepared reports and background info we need to put discussions in context. The Package varies in length, but is typically about 1,000 pages when Closed and Open agenda items are combined.

My practice is to get take a glance at the Package for maybe an hour after I get home from work on Friday or first thing Saturday morning. This allows me to get an idea of what is on the agenda, to determine if it is a 700-page or a 2,000-page week, and to do a first pass over the topics being discussed. From that I can plan out my weekend to assure I have enough time put aside to review at the detail needed, and do any other research I might want to do in order to understand the issue. That is usually when I decide if I have time to do a bike ride on Sunday or attend a Saturday function.

Typically (and this varies quite a bit), I spend about 8 hours on Sunday reviewing the package and taking my notes. My notes form the backbone of the Blog I will eventually write about the week’s Council meeting, but more importantly they create a framework around which I organize my thoughts on the agenda items. This is an old trick from studying during my University years, but I find that if I write a summary of a topic I am trying to learn, it forces me to learn enough to summarize the important points, and to understand what questions I need to have answered yet. Often, you don’t know what you don’t know until you try to write it down.

I print those notes out, so you can see me at Council using my computer screen (where the agenda and reports that make up the Package are) and written notes, along with the extra papers that we receive on Council Day, typically supporting reports that weren’t available Friday, presentation materials, or other relevant documents. My desk is a mess.

Committees and Taskforces:
Like the rest of my colleagues, I serve on several Committees and Taskforces for Council. These each meet anywhere from once a month to once every second month. Most meetings are in the later afternoon, mid-week, after I get off my regular job, and meetings typically last about two hours. With my being on three taskforces and four committees, this adds up to an average of about one meeting a week during the busy months, but not many in the summer (except occasional exceptional meetings, like the Transportation Taskforce last week, and the ACTBiPed next week).

In these meetings, Council members, staff, and stakeholders work through issues, ideas, programs, or proposals, and (hopefully) provide guidance to Council to make better decisions. Prep for these meetings varies greatly, but rarely takes more than an hour. Follow-up on some of the issues that arise at these meetings, and some of the extraordinary meetings, tours or other activities involved with the work these committees are doing takes quite a bit more time.

Community Events: There are various types of community events, some you have to attend, like the Civic Dinner where we thank committee volunteers, some you attend to show support to organizations or people doing good work in the City, some you attend just because they are fun.

This is a challenge for any Councillor’s schedule. We get a lot of invitations, and cannot hope to attend everything. I try to be careful about stretching myself too thin, and end up missing a lot of events I really want to get to. I try to respond to every invitation and send a decline if I cannot make it, but scheduling is an ongoing challenge, as is managing my work and Council calendars while still finding some time to remind @MsNWimby that I exist. The job does not come with a social coordinator, and every calendar app I can find for my phone is worse than every other one. I’m still working on this part…

Constituent Services:
This is a big, but pretty loosely defined group of activities, and each Councillor can make their own decision about how they manage this, and how much time it takes. This is another part of the job that “expands to fill the space available to it”.

Sometimes, a person complains to you about potholes on their street, or the noise from their neighbor’s wind chimes. Sometimes they call you to ask for help with a business license issue, or to complain about a development in their neighbourhood. Sometimes people complain about unfair enforcement of a Bylaw, while others complain about lack of Bylaw enforcement. Some people just want to be heard and the problem acknowledged, some want you to fix things for them.

I try to take an approach to this based on a few principles. I am not there to help people get out of Bylaw requirements, to get their stuff pushed to the front of a line, or to help them get around a process that exists. I am really conscious that procedures and policy exist in government, and that we have professional staff working on directives from Council as translated through their management – they should not have to deal with an individual Councillor coming and telling them how to do their jobs. That said, if a resident or business owner feels that the process is unfair, or that they have received treatment form the City that is not in keeping with City policy or good customer service, I am happy to talk with management at the City and (this is important) get both sides of the story and figure out what went wrong.

It is a delicate balance. Sometimes my job is to help explain to a resident or business owner why things are so bureaucratic and irritating, and why the Bylaw is written or enforced the way it is. Sometimes staff do mess up, or processes are developed that don’t really work when put into practice, and someone needs to facilitate a better outcome for everyone. I don’t see my job as advocating for either party in a conflict like this, but as a mediator trying to figure out an outcome that works best for the City and the Residents. And occasionally the approach required is to work with the Mayor and Council at the executive level to fix a process or a system that is not working for the residents and businesses in the City. Deciding which of the three is the right course when hearing from a complainant is a tough job, and something I am still learning about and developing my skills at.

Communications:
I receive dozens of e-mails a day and a few phone calls a week from residents or businesses in town. I try to respond to all of them. I fail.

When I first got elected, I dreamed I would answer them all promptly and personally, but reality has set in. Some (like the every-couple-of-day missives from the hateful racists at Immigration Watch) go directly to delete. Some I am just cc’d to, and am not the best person to answer, so I usually wait to see if a more appropriate person responds before chiming in. Some raise interesting and complex questions that I need to put a bit of thinking too before I respond. Some scroll off the first page, and I get back to them a week or two later and feel bad about not having responded right away. Some, I just don’t seem to have the time to keep track of.

So if you wrote me an e-mail, and I was slow to respond, please don’t take it personally, and don’t feel bad sending me a reminder e-mail. I will get back to you eventually. Unless your comments are full of hateful racism or other abusive language, in which case I’m likely to just ignore you and hope you go away. In that case, I guess, you can take it personally.

This other stuff:
Writing this Blog is, to me, a really important part of how I do this job. It takes a lot of time, and is almost always done after 10:00 on weekday nights. Summarizing a Council Report can take a couple of hours, depending on how many items on the week’s agenda require extended explanation. I find free time to write pieces like this wherever I can (in this case, I am sitting at one of the little desks on the Queen of Alberni crossing the Strait of Georgia while @MsNWimby enjoys the blue sky on the sun deck).

Tracking the local and regional media (including the social media) is also an important part of the job whose hours simply cannot be counted. Keeping track of the goings in the City, of the trends in the region, of Provincial and Federal politics as it relates to our City, is vital if we hope to make good decisions for the City. This includes a fair amount of general interest research, following great local sources like Price Tags, or global sources like StrongTowns along with reading great urban and economics leaders from Janette Sadik-Khan to Umair Haque.

Nothing in New West is new, we don’t have completely unique challenges, but the same challenges as other Cities and regions have had. Learning what from their successes and failures is the best way to train myself to make better decisions.

I have been at this for 18 months, and parts of it are getting easier. I am now better able to judge the amount of my Saturday and Sunday I need to spend reading my Package, more of the “background” in my Package is familiar to me, requiring less review. I have a better idea who in City Hall to call and get a question answered. The trade-off is the expanded time I spend doing that last part – the constant learning to empower myself to make better decisions and dream bigger about the future of the City.

Now if I can only get ahead of my e-mails and get my scheduling figured out…

I have, once again, been really slow to get new posts up here, and this one is mostly to tell you it is going to be a bit of time before you see another one.

The picture above is from an SFU City Conversation I had a couple of days ago with two other City Councillors, under the guise of us representing Young/New leadership in local government in the region. Nathan Pachal is definitely young (under 40) and new (in the job for only a few months), Mathew Bond is definitely young (40ish?) and is new (this is his first term on Council), and I am only young in the context of the average age of City Councillors across the region, and that new-Councillor smell is starting to wear off. It was great to be in the company of these two very bright and very engaged local government representatives

It was also good to have three Councillors from municipalities across the region come together to talk to a (mostly) City of Vancouver audience and expand the focus of the conversation to the wider region. The audience was receptive to our self- and hometown-aggrandizing, and we could have gone on for hours talking about public engagement, housing affordability, transportation, taxation, and other challenges our region faces. We were thinking maybe we should PodCast.

I also got a commitment from the organizers that a future City Conversations panel would discuss the issue of gender and ethnic diversity in local government politics, for what might be obvious reasons from the photo above!

So that is it for now. I am off to enjoy a quality long weekend with a couple of friends suffering on my bicycle for some seriously needed recuperation and to get my swollen-up cynicism gland drained. I will be far away from blogging devices. I have three (!) Ask Pats in the queue, and will button them up soon after I return. Hopefully.

Look at those two on my right. They aren’t just one of the cutest couples known to history, they are a big part of the recent history of New Westminster. I’m celebrating them here today because they just got on a plane, headed for Montreal and a new home, a new adventure, and a new community.

Will Tomkinson was born and raised in New West, in a heritage home on 1st street across from Queens Park. He is variously third- or fourth-generation or something the other, which makes him “Old New West”, and he has the sartorial style, baritone singing voice, and respect for traditions to fit the stereotype. Briana is a transplant to New West, with new-fangled ideas about creating local connections through social media and social justice, rarely hearing a new idea she didn’t want to throw up a flag pole, just to see who salutes. They met in Douglas College and eventually fell in enough love to start building a homestead in the West End of New Westminster. They started raising a gaggle of free-range kids, and started blogging about being a young family in New Westminster.

It was only a few years ago, but I cannot remember for certain when I first met them, or when I became aware of Tenth to the Fraser, or which came first. However, it must have been around the 2008 Municipal Elections when the Tomkinsons’ hyper-local Blog became part of my usual web surfing routine. I vaguely remember helping run an all-candidates event at Douglas College in what must have been the May 2009 Provincial election with Will and Briana (I seem to remember pulling audience-member’s questions out of Will’s fedora, but my memory is more photogenic than photographic), so we must have been friends by then.

What Briana and Will (and Will’s sister Jocelyn, and later Jen Arbo) did with 10ttF was create a social media nexus in New Westminster. It was a general-purpose Blog back when Blogs were the cool new thing. Instead of just being about them, they covered events in the city, politics, business reviews, and general interest stories about being a young family in a growing and changing community. And as with all really effective social media, it created digital connections that soon became human connections. They introduced us to, and induced us to support, new local businesses like Re-Up BBQ and new social enterprises like the Royal City Farmers Market. 10ttF was a glue that brought people together without the commitment of a club or the constraints of common interest, and their comments section was often where conversation took place amongst that in-between generation of young professionals and young families who found Letters to the Editor a little too quaint, and those who were too profane or silly to be committed to newsprint.

Through 10ttF, I was encouraged to start my own Blog, first on environmental issues as GreenNewWest (I was the President of the New Westminster Environmental Partners and an Environmental Scientist- “write what you know”, they say), then as NWimby, as my interests expanded. It was through 10ttF that I first met Jen Arbo, who once told me I had to do this Twitter thing (much to James Crosty’s chagrin), and who eventually became a huge supporter during my campaign for City Councillor. It was through 10ttF that I was encouraged to get involved on City advisory committees and other volunteer work around town, which was one part of what led to my Citizen of the Year nomination. I have a lot for which to personally thank Will and Briana.

So now the Tomkinsons are pulling up stakes and relocating to la belle province. A great job opportunity, and a chance to escape a bit from the frenetic property-value-defined lifestyle of the West Coast, they are going to raise that gaggle of kids in a wooded semi-rural area with actual seasons and where half the people speak an entire other language. Can’t say I’m not a little jealous for the adventure those kids are going to have. But even as they have been recently pulling back from their central-organizer roles in New West due to work commitments, an expanding family, and some other pressures, we will now truly feel their absence at the next New Westminster Scotch Appreciation Society meeting, at the next NEXT-NW soirée, at the next Brew Westminster kettle boil, when we need a line on a sweet artisanal axe.

The legacy they have created, however, will go on. Tenth to the Fraser has a new owner (the ubiquitous and omniscient Jen Arbo), and pieces are being put into place to create a new look and a new vibe to appeal to that larger group of digitally-connected people who are increasingly making New Westminster their home. The many connections Briana and Will made remain strong: on line, at Beer Friday, or just down at the River Market at a Saturday where we somehow find there is always someone to talk to, someone who is so familiar around New West as you consider them part of the furniture, but you can’t quite remember when you first met them.

Thank you Will and Briana. You are good friends, and great citizens, and you made New Westminster a better place for those you are leaving behind. We’ll see you again soon.

Art in my absence

I’m going out of town this weekend!

Yes, I am actually leaving New Westminster for a weekend. I’m visiting my favourite Mom-in-Law on Saturna Island and giving a talk at the Gulf Island National Park Reserve sunset stories series on one of my favourite topics.

That means I am going to miss one of New Westminster’s best annual events – so I am making up for it by encouraging you to attend in my place and give the organizers my regrets.

The New Westminster Cultural Crawl is happening Saturday and Sunday, has been powered by the indomitable Trudy at the Van Dop Gallery for 12 years now. The Crawl is an opportunity for you to have a New West weekend staycation, and interact with literally dozens of artists across several venues. It is self-guided, no stress, and many events are interactive, so like the best of Staycations: all fun, no pressure. It doesn’t matter what neighbourhood you are in, and there is enough variety to keep everyone entertained.

Yes, there are a lot of galleries, including the incredible Van Dop, the Arts Council one in Queens Park, where the current showing explores local LGBTQ artists (fitting for the start of next week’s New West Pride week), and the amazingly popular 6th Street Pop-up space brought to you by everyone’s favourite brick & mortar shop. There are also various other ways to interact with art and artists. I may be biased, but I share Gord Hobbis’ opinion that the craftsmanship in old bicycles is a beautiful expression of art. There will be a family-friendly outdoor movie at Port Royal Park, an interactive celebration of Irving House’s 150th birthday, and the entire City will be, apparently, awash in “Capital” Teas.

The entire program is available here, so stay near home, enjoy some creative local artists, have a cuppa tea, and be inspired by your neighbours.

As a bonus, if the artists inspire you and/or your kids, take that inspiration out on a concrete wall! Another amazing young community leader has coordinated a fun opportunity to help beautify a bit of Downtown. You and yours can take a paint brush and add to a mural to a currently-uninspiring concrete wall. This is a neighbourhood-driven neighbourhood improvement project that will leave a fun legacy, who couldn’t support this?

Or you can came to Saturna Island and snooze through some boring former academic droning on about geology.

Voting Hardly Matters.

Contrary to the main narrative in the media this past weekend, the longest-ever election campaign in modern Canadian history was not launched by the Prime Minister’s speech on Sunday. It was just the moment when the longest-ever election in Canadian history entered a new phase. The election has been going on since the day of the first ham-fisted “He’s Just Not Ready / Nice Hair” video. We have now just entered a new phase of enhanced advertising, before the post-Labour-Day orgiastic full-court-press.

All along, you will be encouraged to vote for change or to stay the course; for the good of your children, for the good of your job; to protect yourself from terrorists or taxes or something called the TPP. I am not going to discourage you from voting for whatever is important to you, but I will suggest that voting on October 19th is the least effective thing you can do for democracy this election.

Your vote will be one of the 15,000,000 cast in October. It may even be one of the handful that swings a riding one way or another, but it is more than likely going to be lost in the crowd. Your chosen candidate will win or lose your riding by thousands of votes*, and it is only through accumulating those vote gaps of thousands across the country that we will determine who gets to make choices that impact your life, taxes, and the future of the planet.

Yes, the end of that previous sentence underlies the reason why you should vote, but it also emphasizes why you should do more than just vote.

Here are the three things you should be doing before October 19, all of which will be more important than voting on October 19.

1: Inform yourself. 15 Million people voted last election, but almost 10 Million who were eligible to vote chose not to. The most commonly cited reason for this mass disenfranchisement is that it doesn’t matter. That sounds vaguely like my initial point, but it is strikingly different: election results matter.

I have no doubt that Canada would have gone in a different direction domestically, regionally, and internationally if Michael Ignatieff or Jack Layton had become Prime Minister in 2011, or even if Stephen Harper was forced by minority status to find support across the floor. People who say “elections don’t matter” are cowardly avoiding the issue, and are shirking their responsibility to inform themselves about the issues in their community and their nation.

Informing yourself is hard. You need to get out of your echo chamber and hear opinions that disagree with your opinions, or even your deeply held convictions. The Social Media encourages these echo chambers, these individual bubbles, where you are so drowned by self-supporting noise that you can’t hear anything else. Two perfect examples from my Twitter Stream today:

The elections is going to be filled with this kind of hyperbole and ridiculosity**, and you have to filter past that stuff and try to find the core of the ideas. You also have to get past “I’ll never vote for X, because I’ll never vote for X” type of tautology, and understand what you are voting for. Do the policies offered by the Parties approach your concerns in different ways? What do independent organizations say about those approaches? What are the built-in biases of those independent organizations? Perhaps more effectively: What other nations have been more or less successful at dealing with these issues, and which Party’s proposed policies closest match those successful nations’ approaches?

Yeah, this seems like a long approach, but we have an 11-week campaign, you have the entire world’s database of knowledge at your fingertips. Who knows what you might learn along the line. And you might just find a reason to vote.

2: Get Involved If you think you know the issues, and know how you want to vote, the biggest thing you can do is help your chosen candidate. Campaigns are run on money and volunteer energy, and you can provide both.

You can donate up to $1,500 to your chosen candidate, and for every candidate you would like to support, you can give each of them up to $1,500. Political donations qualify for tax credits, as well, so you get a chunk of them back in the spring with your income taxes. Donate up to $400, and you get 75% of it back in your tax return, regardless of your income level. Donate $1,500 and you get $650 back.

Volunteering is even more important. You can walk down to the local campaign office and there are any of a thousand tasks you can help with. You might be able to work the phones, collect and manage data, help coordinate other volunteers, go door-to-door with a candidate, manage data, stuff envelopes, deliver and construct lawn signs, bake cookies, sharpen pencils, drive a person to the polls… there are a million little tasks that take a bit of human help.

3: Spread the word Decided you are going to vote? Informed yourself on the issues, and chose your preferred candidate? Tell people about it, and take someone with you to the polls! We live in an era of social media where it has never been easier to spread and share ideas. If you like a candidate enough to vote for her, you probably like her enough to tell people why, in the hopes they also will vote for her. The best way to make your vote count more is to take a half a dozen people to the poll booth with you! Car pool, go for coffee or beer after.

So vote, because you can and because you should. There is a tiny chance it will shift a riding, or the fate of the nation, but more likely your favourite will win or lose by thousands of votes – one of them may as well be yours.  The only way you are sure to win is if you get informed and get involved in the election, because you will be living and learning and taking part in this messy democracy of ours. And who knows where that will take you?

*In 2011, the two New Westminster ridings were won by 6,100 vote and 2,200 vote gaps.
**Yes, I made that word up. In combines the states of being so ridiculous it is beyond the scope of ridicule.

Pride

When the City decided to support our growing Pride Celebration week this year by painting a crosswalk with the rainbow symbol of Pride, the reaction was immediately positive. Aside from mentions in the local and alternative media, and a huge splash on social media, there was no big press rush or ribbon-cutting unveiling. It was a small but meaningful gesture, and we are far from the first community to do it.

@MsNWimby and I decided to take walk by after dinner yesterday so she could see it for the first time, and I was at first buoyed, then dismayed, to see a small crowd gathered taking pictures. Yes, somebody had splashed some household paint on the crosswalk, and all of the sudden, the regional media was interested.

I think it says something about where we are in Canada in 2015 that a City displaying an important symbol of inclusion, diversity, and acceptance is smaller news than someone defacing that symbol. Some might use this to critique modern media’s tendency to tell us what is bad in the world instead of what is good. I prefer to look at it from a more positive side.

The symbol of the Rainbow Flag was once a revolutionary one, born of the historic struggles for acceptance of homosexuality. The rainbow as a symbol of diversity and inclusion grew out of San Francisco as that City became the bulwark of “Gay rights” in the post-Hippie era. As is typical with symbols that challenge orthodoxy, many tried to ban it or belittle it. Fortunately, through the struggle of new generations of activists and community leaders, our society evolved, and the meaning of the flag has evolved with it. It is not just about “Gay rights”, or even homosexuality anymore; it is about recognizing that people are different. Colour, size, age, sexual orientation, gender identity, kinks – nobody is “normal”, because in a society of individuals there is no “normal”. Even I, as a hopelessly Wonderbread white, straight, monogamous, middle-aged, cis,  professional male, exist within a spectrum. The rainbow flag reminds me that the privileges once bestowed only upon those within my narrow band of the rainbow must now be enjoyed by all, or we don’t live in a just world. Unfortunately, we do not yet live in that just world.

The good news yesterday was that several people were around the crosswalk when the elderly vandal started slopping paint on it. They were quick to contact the NWPD, who were quick to react, and the gentleman was quite literally caught white-handed. A couple of quick phone calls, and City engineering staff were able to get a clean-up crew out there before the paint had fully dried, minimizing the damage. I’m really proud of our Police and Engineering staff for their quick response, such that by the time the first TV camera arrived on scene, the mess was already disappearing.

I was also happy to see that when the vandalism lit up the social media, the reaction was again almost universally supportive of the rainbow sidewalk. Many people were disappointed that the vandalism had occurred, and some even expressed anger about it. My first Tweet was this:

In hindsight, that probably sounded angrier than I was, as mostly I felt disappointment. It was later I learned the vandal was an aged man whose faculties may not have been completely intact. There is no doubt the act was deliberate, and the man should have to pay restitution to the taxpayers who paid for the policing and clean-up, but I mostly felt sorry for the man who felt so desperate to remain in his own, narrow band of the Rainbow.

With the benefit of 24 hours, and thinking about the elderly gentleman who performed this flaccid protest, I’m reminded of the words of a great leader:

“Love is better than anger. Hope is better than fear. Optimism is better than despair. So let us be loving, hopeful and optimistic. And we’ll change the world.”

Perhaps, as some have suggested, we shouldn’t be angry at the gentleman who saw this as his only way to express himself. Instead, we can be hopeful that he will see that he is only fighting against a more just world. We can also be optimistic about a future where we don’t need this symbol anymore. We aren’t there yet, but we have come far enough that an act against the symbol is bigger news that the displaying of the symbol itself. We are moving in the right direction, and if we handle this right as a community, the step backward represented by this gentleman’s rash act can be far offset by the steps forward taken by the conversation his act precipitated. As was posted on Facebook last night by another New West resident: “We all need to paint more rainbows in the world.”

Bicycles

No secret around these parts – I like to ride bicycles more than most people.

The last couple of years, my mountain bike has been gathering dust as I spend much more time on the road, in no small part thanks to the guys of the Fraser River Fuggitivi – a rag-tag group of Sunday morning riders, some life-long cyclists, some new to the sport, some fast, some just trying to hang on. On a good day, the FRF can be a dozen riders; on some days we only have three or four; on rainy days we stay home. Them’s the Italian Rules.

This past weekend, for reasons that are more complicated than just the serious headwind we experienced on part of the ride, I was thinking about what riding a bicycle has taught me about society. Cycling is not just a social sport, it is a socialist sport. From the Pro Peloton to a local Sunday morning ride, we work together into the inevitable wind. The weaker riders protected by the efforts of the strongest, taking their pulls when they feel able, sitting back when they don’t. Rarely do we judge those who don’t take their pull, we know when you can pull, we know when you are hurting. By working together, we all go faster for less effort. There is nothing more socialist than that.

However (and here is the beautiful part), all that working together doesn’t mean there can’t be winners. Individually, few in the FRF could have pulled off our 80+km ride on a hot windy day with the average just a tick under 30km/h like we did on Sunday, but working together we got there and got home sooner. But not before we sprinted our lungs out to see who had the most left in the tank. @Gye_Incognito managed to ride the rest of us off his wheel in that flat-back slightly-too-big-gear style of his (last year’s FRF Sprint Champ @FlyingOakes was not present, and John of the Thundering Thighs is no longer with us, so we will have to put an asterisk next to this win). The sprint was fun as much as it hurt, and there is pride and respect earned for winning it, but none of us would have gotten there together to see it won without the several-hours effort we put in together, pulling together against the wind.

Over history, bicycles have been liberating and empowering, and they have been marketed, commercialized and commoditized. They were seen both as a symbol of Maoist communism, then as a roadblock to progress in post-Maoist communism. They were effectively driven off of the streets of our democratic urban areas to foster “free movement” of people and goods, and are now a symbol (arguably, THE symbol) of urban renewal across that same post-industrial capitalist world. Meanwhile, bicycles facilitate a sport that never shies away from its pure capitalist roots – Professional Cycling is a rolling consumer road show that grinds through its workers like a commodity, but where sacred symbols (including the most sacred of all – the Maillot Jaune) are just corporate branding exercises. Still, it is full of traditions that put the team before the individual: with winners who giving their cash awards to their teammates, a culture of Domestiques and Omerta and lead-out-trains and not attacking when your opponent is down.

Bicycles are about the most efficient human-powered machines ever invented, but they are also a powerful tool for society. They bring people together for common causes, and make society move forward more efficiently. You can’t help it: cycling makes you a socialist.
